Instructions:

Prepare the Rice:

Rinse the rice under cold water until the water runs clear.
In a pot, bring the water to a boil. Add the rice and salt, stir once, and reduce the heat to low.
Cover and simmer for 18 minutes or until the water is absorbed and the rice is tender.
Remove from heat and let it stand, covered, for 5 minutes before fluffing with a fork.

Marinate the Chicken:

In a bowl, combine the chicken pieces with 1 tablespoon of soy sauce, 1 teaspoon of sugar, salt, and pepper.
Let it marinate for at least 15 minutes.

Cook the Chicken:

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat.
Add the chicken in a single layer and cook until browned and cooked through. Remove the chicken and set aside.

Stir-Fry the Vegetables:

Add the remaining tablespoon of vegetable oil to the skillet.
